Shariah Committee

Our Saadiq Shariah Supervisory Committee is comprised of renowned Islamic scholars having extensive expertise related to Islamic jurisprudence (Fiqh-al-Muamalat) alongside strong record of research and publications to ensure Shariah compliance.

These committee members are Dr. Zubair Mohammad Ehsanul Hoque, Dr. K. M. Zakir Hossain Shalim and Dr. Muhammad Mostofa Hossain (Shahin).

We also have our own internal Shariah Scholar Sheikh Muhammad Abdul Mubeen to support us in our day-to-day activities.

Dr. Zubair Mohammad Ehsanul Hoque, Chairman and Member

Professor Dr. Zubair Mohammad Ehsanul Hoque, CSAA is a distinguished Bangladeshi scholar and Professor of Arabic at the University of Dhaka, specializing in Islamic jurisprudence, Shari’ah governance, and Islamic finance. Holding the CSAA qualification from AAOIFI (Bahrain), he serves on Shari’ah supervisory bodies of several major banks, including Islami Bank Bangladesh PLC, Sonali Bank PLC, and Standard Chartered Bank Bangladesh.

His research spans Islamic economics, Fiqh al-Muamalat, Zakat studies, and digital financial governance. He actively contributes to professional training through institutions such as BIBM and CSBIB and has contributed to major translation projects including AAOIFI Shari’ah Standards.

A prolific researcher and mentor, Dr. Hoque has supervised many MPhil and PhD scholars, shaping the future of Islamic finance in Bangladesh and beyond.

Dr. K. M. Zakir Hossain Shalim, Member

Dr. K. M. Zakir Hossain Shalim is a distinguished scholar and practitioner in Islamic jurisprudence, Islamic banking, finance, and Takaful. He earned his PhD and Master’s degree in Fiqh and Usul al-Fiqh from the International Islamic University Malaysia (IIUM), and holds a Bachelor (Honors) degree in Islamic Theology from Al-Azhar University, Cairo, Egypt. His academic and professional journey reflects a strong integration of classical Shari’ah scholarship with contemporary expertise in Islamic finance, governance, and regulatory frameworks.

Dr. Shalim currently serves as Assistant Professor and Academic Coordinator at the Bangladesh Institute of Islamic Finance (BIIF), where he plays a leading role in professional training, curriculum development, and capacity-building initiatives in Islamic banking, finance, and Takaful. He is also a member of the Shari’ah Supervisory Committees (SSC) of several prominent financial institutions in Bangladesh, including Standard Chartered Bank, Rupali Bank PLC, and Premier Bank PLC, advising on Shari’ah compliance, governance, and Islamic product structuring.

Dr. Shalim has also contributed extensively to policy dialogue, professional certification programs, and the development of Shari’ah standards and governance practices for the Islamic finance industry in Bangladesh.

Dr. Muhammad Mostofa Hossain (Shahin), Member

Dr. Shahin is a Member of the Shariah Supervisory Committee (SSC) of the Bank. He currently serves as a faculty member in the Department of Islamic Studies at Manarat International University, Dhaka, Bangladesh. Dr. Shahin holds a PhD in Islamic Jurisprudence and Principles (Fiqh and Usul al-Fiqh), specializing in Islamic Banking and Finance, from Universiti Malaya (UM), Malaysia. He also earned a Master’s degree in Fiqh and Usul al-Fiqh from the International Islamic University Malaysia (IIUM) and a bachelor’s degree in Shariah al-Islamiyyah from Al-Azhar University, Egypt. In addition to his university qualifications, Dr. Shahin holds a Kamil degree (a two-year postgraduate qualification in Hadith) and a Fadil degree (a two-year advanced qualification in Islamic Studies) from the Bangladesh Madrasah Education Board, Bangladesh. These qualifications have provided him with a strong foundation in the traditional Islamic sciences, particularly in Hadith studies and Islamic scholarship, complementing his academic specialization in Islamic jurisprudence and Islamic finance.

Beyond academia, he actively contributes to community development and Islamic outreach. He serves as the Central Joint Secretary (Global) of the Al-Azhar Welfare Foundation Bangladesh (AWF) and has delivered hundreds of public lectures and motivational talks on moral and ethical development to Bangladeshi communities both at home and abroad. As part of his community engagement, he also serves as a Friday lecturer (Khatib) at a mosque in Dhaka, Bangladesh.

Sheikh Muhammad Abdul Mubeen, Head of Shariah Department

Shaikh Muhammad Abdul Mubeen is the Global Head of Shariah Department at Standard Chartered Bank, with over 20 years of experience in Shariah advisory, structuring, governance, review and audit across retail, corporate, and financial market products, including bilateral, syndicated, and sukuk transactions globally. He also currently serves as a Shariah Committee/Board member for Standard Chartered Saadiq Berhad (Malaysia) and Standard Chartered Bank (Pakistan) and has advised on numerous sovereigns and corporate Sukuk issuances globally.

Academically, he holds an LL.M in Commercial Law from the University of Melbourne, Australia, B.A./LL.B (Hons) in Shariah and Law from the International Islamic University Islamabad, Pakistan and advanced traditional Shariah qualifications including Shahadat ul Aalamiyyah and Specialization in Legal Rulings (Ifta/Fatwa writing)from renowned Islamic institutions in Pakistan.

Shaikh Mubeen has taught different subjects of Shariah such as Hadith, Usul ul Fiqh, Fiqh and Comparative Study of Law System at different institutions in Pakistan.
