SC EasyBill Payment Programme (SMS Request) Terms and Conditions

  1. This SC EasyBill Payment Programme (SMS Request)(“SC EasyBill“) is available to a cardholder of credit card(s) issued by Standard Chartered Bank (Singapore) Limited (each such card to be referred to as a “Card”, and each such cardholder to be referred to as a “Cardholder”) who:
    1. sends an SMS from his/her mobile number registered with the bank (“Bank Registered Mobile Number”) in the required format ‘BILL’ to 77222 (Example: BILL to 77222) (“SMS Request”); and
    2. receives an automatic SMS reply from Standard Chartered Bank (Singapore) Limited (the “Bank”) acknowledging the SMS Request and which contains the URL to the Online Application (defined in Clause 5 below) and to these terms and conditions,

(each such Cardholder who fulfils clauses 1(a) and 1(b) above to be referred to as a “Qualified Cardholder” and each such automatic SMS reply by the Bank to be referred to as “SMS Communication”).

Cardholders who receive a SMS sent from the Bank to their Bank Registered Mobile Number but which does not contain the URL to the Online Application are not eligible for SC EasyBill (such Cardholder to be referred to as a “Non-Qualified Cardholder”). The Bank reserves the rights to determine whether Cardholders are Qualified Cardholders or Non-Qualified Cardholders at its discretion, and based on its internal review processes and policies. All SMS Requests which are not in the prescribed format set out at clause 1(a) above, sent to an incorrect number, or not sent from the Cardholder’s Bank Registered Mobile Number will not be accepted and will be considered by the Bank to be invalid and/or void, and the Bank’s determination shall be final and conclusive.

  1. Only the following types of payments, as selected by the Qualified Cardholder in the Online Application, shall be eligible for SC EasyBill:
    1. Rental Payments (as defined at clause 3(b) below);
    2. Insurance Premium Payments (as defined at clause 3(d) below);
    3. Latest tax payable to the Inland Revenue Authority of Singapore (“IRAS Payments“) (as defined at clause 3(e) below); and
    4. Education Institution Payments (as defined at clause 3(c) below).
  1. For the purposes of these terms and conditions:
    1. Eligible Payment” is defined as each transaction made by a Qualified Cardholder using SC EasyBill and which is for an eligible payment type, as stated at clauses 2(a)-(d) above.
    2. Rental Payments” is defined as payments made towards the monthly rental amount specified in a tenancy agreement as entered into between the Qualified Cardholder and the landlord.
    3. Education Institution Payments” is defined as payments towards any educational service i.e. payments made towards school fee, university fee, polytechnic fee, fees related to training institutes, fees for enrichment centres and day cares, fees pertaining to extracurricular activities (e.g. dance, music, painting, cookery, yoga, gardening, language programmes), fees for hobbies, fees for any sports activity involving an instructor, and tuition fees.
    4. Insurance Premium Payments” is defined as payments made as insurance premium payments due towards any insurance policies including health insurance, motor insurance, life insurance, foreign domestic worker insurance and travel insurance.
    5. “IRAS Payments” is defined as payments made towards the Inland Revenue Authority of Singapore for individual tax or property tax purposes.
  1. At the Bank’s request, a Qualified Cardholder must submit to the Bank documents evidencing that the transaction made using SC EasyBill is an Eligible Payment, before the Bank processes the Online Application (as defined at clause 5 below). The crediting of an Eligible Payment will be limited only to the accounts of banks listed in the Online Application (as defined at Clause 5 below).
  1. The Qualified Cardholder must apply for SC EasyBill by completing the online application form and accepting these SC EasyBill Terms and Conditions which are made available to him/her through the URL provided in the SMS Communication. Such online application form shall be referred to as the “Online Application”.
  1. The Eligible Payment will take up to 7 business days for processing from the time of submitting the Online Application by the Qualified Cardholder, and it is the Qualified Cardholder’s responsibility to arrange for such payments in advance having taken into consideration the time taken to process the Online Application. To the extent permissible by law, the Bank will not be liable for any delays in payment arising from using SC EasyBill. If, due to any reason, the Qualified Cardholder makes more than one Online Application, which results in an excess amount being paid to a SC Easybill Beneficiary (as defined below), the Qualified Cardholder undertakes to initiate and manage the refund process with the SC EasyBill beneficiary directly.
  1. The Online Application will require the Qualified Cardholder to provide beneficiary information including but not limited to beneficiary name, bank name, description for the payment and beneficiary’s bank account number (collectively, the “SC EasyBill Beneficiary Details”). The SC EasyBill Beneficiary Details in the Online Application will be used to process the Eligible Payment, and to credit the SC EasyBill Amount (as defined in Clause 9) to the intended beneficiary as stated in the Online Application (such beneficiary to be referred to as the “SC EasyBill Beneficiary”).
  1. Any failure in providing correct SC EasyBill Beneficiary Details in the Online Application may result in the SC EasyBill Amount being credited to an incorrect bank account. The Bank is not obliged to verify and does not verify the SC Easybill Beneficiary’s details provided by the Qualified Cardholder in the Online Application. The Bank is not obliged to assist clients in any disputes arising from or related to (whether directly or indirectly) any incorrect SC EasyBill beneficiary Details being provided by the Qualified Cardholder and the Bank shall not be liable for such payments made to an incorrect SC EasyBill Beneficiary or for the recovery of the same.
  1. The Qualified Cardholder’s Card account will be charged with the amount requested by the Qualified Cardholder in the Online Application to credit the SC Easybill Beneficiary’s bank account in respect of the Eligible Payment (such amount to be referred to as the “SC EasyBill Amount”). The SC Easybill Amount will be credited into the SC EasyBill Beneficiary’s bank account as provided by the Qualified Cardholder in the Online Application within 7 business days from the date of a successful Online Application. By applying for SC EasyBill, the Qualified Cardholder authorises the Bank to charge the SC EasyBill Amount to the Qualified Cardholder’s Card and to credit the SC EasyBill Beneficiary’s bank account as provided by the Qualified Cardholder in the Online Application.
  1. A one-time non-refundable processing fee (“SC EasyBill Fee”) will be charged to the Qualified Cardholder’s Card account together with the SC EasyBill Amount. Once submitted, an Online Application cannot be cancelled and the outcome will be notified to the client via SMS on the outcome of the Online Application. Any waiver of the SC EasyBill Fee will be at the sole discretion of the Bank.
  2. The SC EasyBill Fee is not a fixed amount as it will vary according to the SC EasyBill Facility chosen by the Qualified Cardholder in the Online Application. The SC EasyBill Fee may be changed at any given time as per the Bank’s discretion. The SC EasyBill fee for successful Online Applications can be viewed in the Qualified Cardholder’s subsequent Card account statement and in the Qualified Cardholders Credit Card account in Online and Mobile banking account.
  3. All applicable fees and charges as stated in the Credit Card Terms (https://www.sc.com/sg/_pdf/credit_card_terms.pdf) will apply. Qualified Cardholders need to pay the full amount of the SC EasyBill Amount and SC EasyBill Fee by the due date as stated in their Card statement.
  1. By applying for EasyBill, Qualified Cardholders consent to the Bank reducing the available credit limit for the Card by the total sum of the SC EasyBill Amount and SC EasyBill Fee prior to the posting of the SC EasyBill Amount and SC EasyBill Fee transactions to the Qualified Cardholder’s Card account.
  1. The SC EasyBill Amount and SC EasyBill Fee will be reflected as separate charges in the Qualified Cardholder’s Card account statement.
  1. The Bank may choose not to process the Online Application at its sole and absolute discretion, and the Bank shall not be obliged to provide any reason to the Qualified Cardholder.
  2. In addition, the Bank will not be liable for any failure, incorrect transfer, or delay in the transfer of the SC EasyBill Amount to the SC EasyBill beneficiary for whatever reason, including but not limited to any of the following reasons:
  • Delays in transmission of information for processing the Online Application;
  • Incorrect transfer due to incorrect SC EasyBill Beneficiary Details provided by the Qualified Cardholder;
  • Lost/Stolen Card;
  • Terminated Card or bank account; or
  • Insufficient available credit limit in the Cardholder’s Card account.
  1. In all circumstances, it is the Cardholder’s sole responsibility to ensure that his/her Eligible Payments are made on time, and the Bank shall not be liable, whether to the Cardholder, or otherwise in the event such payments are not made on time.
  2. Notwithstanding any clause to the contrary in the Credit Card Terms, all Eligible Payments will be considered as transactions which will earn 360° Rewards Points or for which cashback will be awarded (as the case may be), and such 360° Rewards Points and cashback will be earned or awarded (as the case may be) in accordance with the Credit Card Terms. For the avoidance of doubt, any Eligible Payment will not be considered as excluded or ineligible transactions for the purposes of earning the 360° Rewards Points or awarding of the cashback (as the case may be) as set out in the Credit Card Terms as found at https://www.sc.com/sg/_pdf/credit_card_terms.pdf. Notwithstanding any clause to the contrary in the Bonus$aver Product Terms, in the case of Bonus$aver credit cards, all Eligible Payments will be considered as qualifying retail transactions for the purposes of determining whether the Bonus$aver category of minimum card spend to earn bonus interest has been fulfilled in a particular calendar month in accordance with the Bonus$aver Product Terms.

General

  1. The Bank may vary, modify, add, delete or otherwise revise any of the terms and conditions governing the SC EasyBill payment programme (SMS Request) or to terminate, withdraw, extend, suspend, or shorten the SC EasyBill payment programme (SMS Request) at any time at the Bank’s sole discretion, with or without prior notice or reason.
  2. The Bank is not responsible for any failure or delay in the transmission of the transactions by any party including but not limited to Mastercard/Visa acquiring merchants, merchant establishments, any telecommunication provider, any internet service provider or website. In the event of any dispute, the Bank’s decision shall be final and binding. The Bank reserves the right to reject your Online Application for any reason whatsoever, and vary, delete or add to any of these terms and conditions at any time at its discretion without notice.
  1. The Bank is not an agent of any merchant or service provider or vice versa.
  1. The Bank accepts no liability for the goods and services provided by any merchant or service provider. Any dispute about the same must be resolved directly with the merchant or service provider. In case of any disputes, the decision of the Bank and the respective merchants, or service providers shall be final.
  2. The Bank reserves the right to determine in its sole and absolute discretion all matters arising out of or in connection with the SC EasyBill Programme, including your eligibility for the SC EasyBill Programme. Unless otherwise stated, this SC EasyBill payment programme (SMS Request) is not valid with other offers, discounts, rebates, privileges or SC EasyBill Programmes. The Bank’s determination of all matters relating to this SC EasyBill payment programme (SMS Request) shall be final and binding and no correspondence will be entertained.
  1. The Cashback /360° Rewards Points/ bonus interest is non-transferable, non-assignable and non-exchangeable for cash or credit or otherwise.
  1. The Bank reserves the right to replace or substitute the Cashback, 360° Rewards Points and bonus interest (applicable only for Bonus$aver), with any item of which may or may not be of equivalent or similar value, without prior notice or reason (and the Bank shall not be obliged to disclose its reason).
  1. Except for death or personal injury caused by the negligence of the Bank, to the fullest extent permitted by law, the Bank and members of the Bank’s group shall have no liability in respect of, and will be indemnified from and against, any liability, loss, claim, damage or costs of any kind (including legal costs) to any person or entity, in whole or in part, directly or indirectly, whether by reason of the use of SC EasyBill or the acceptance, possession, use or misuse of the Cashback and/or 360° Rewards Points and/or bonus interest (applicable only for Bonus$aver).
  2. In the event the Bank has determined that a Qualified Cardholder has irregularly or wrongly redeemed any 360° Rewards Points /cashback or bonus interest from the Bank, or where the Bank has knowledge of subsequent events which would mean that the Qualified Cardholder would not have been entitled to redeem the 360° Rewards Points /cashback/bonus interest (including but not limited to where the charges used to meet the minimum spend were reversed or refunded),the Bank reserves the right to claw back the 360° Rewards Points /cashback/bonus interest or to deduct the value of the reward points/cashback/bonus interest (or such other amount as it deems fit) from the Qualified Cardholder’s account(s) with the Bank.
  3. A person who is not a party to these terms and conditions has no right under the Contracts (Rights of Third Parties) Act (Cap. 53B) to enforce any of these terms and conditions.
  4. The SC EasyBill Payment Programme (SMS Request) Terms and Conditions are to be read in conjunction with the Bank’s Customer Terms, the Credit Card Terms, the Bonus$aver Product Terms, and any other product terms that may be applicable in conjunction with the SC EasyBill payment programme (SMS Request) (collectively, the “Other Terms”).
  5. In the event of any inconsistency between these terms and the Other Terms, these terms prevail only to the extent of such inconsistency.
  6. These terms and conditions are governed by and shall be construed in accordance with the laws of the Republic of Singapore and you agree to submit to the exclusive jurisdiction of the courts of the Republic of Singapore.
